Submission of the Ombudsman's 2025 Annual Report to the President of the Parliament of Curaçao

The annual report reveals a substantial increase in the number of submitted requests in 2025. A total of 1.340 cases were handled, compared to 958 in 2024. In the vast majority of these cases, it appeared that vulnerable citizens in particular, such as the elderly, those with low incomes, as well as children and their representatives, received no response from the government. Following an intervention by the Ombudsman, a large portion of these citizens ultimately received a response.
The three ministries that were the subject of the highest number of complaints in 2025 were:
the Ministry of Traffic, Transport and Urban Planning (107);
the Ministry of Justice (106);
the Ministry of Social Development, Labor and Welfare (72).
The Ombudsman emphasizes in his annual report that the legislation and institutions of Curaçao must be strengthened, so that the government can provide citizens, both young and old, with the necessary assistance to the greatest extent possible. The establishment, for instance, of an accessible and cost-free government legal helpdesk, as well as better integrated cooperation between government services that deal with children's rights, can contribute to this goal. The final conclusion of the 2025 annual report is that the government must structurally place the citizen's perspective at the center of its operations in order to improve its service delivery.
